2XMM J083026+524133: The most X-ray luminous cluster at redshift 1
In the distant universe X-ray luminous clusters of galaxies are rare objects.
Large area surveys are therefore needed to probe the high luminosity end of the
cluster population at redshifts z >= 1. We correlated extended X-ray sources
from the second XMM-Newton source catalogue (2XMM) with the SDSS in order to
identify new clusters of galaxies. Distant cluster candidates in empty SDSS
fields were imaged in the R and z bands with the Large Binocular Telescope. We
extracted the X-ray spectra of the cluster candidates and fitted thermal plasma
models to the data. We determined the redshift 0.99 +-0.03 for 2XMM
J083026+524133 from its X-ray spectrum. With a bolometric luminosity of 1.8 x
10^45 erg/sec this is the most X-ray luminous cluster at redshifts z >= 1. We
measured a gas temperature of 8.2 +- 0.9 keV and and estimate a cluster mass
M(500) = 5.6 x 10^14 M(solar). The optical imaging revealed a rich cluster of

V405 Peg (RBS 1955): A Nearby, Low-Luminosity Cataclysmic Binary
(Abridged). The cataclysmic binary V405 Peg, originally discovered as ROSAT
Bright Source (RBS) 1955 (= 1RXS J230949.6+213523), shows a strong contribution
from a late-type secondary star in its optical spectrum, which led Schwope et
al. to suggest it to be among the nearest cataclysmic binaries. We present
extensive optical observations of V405 Peg. Time-series spectroscopy shows the
orbital period, Porb, to be 0.1776469(7) d (= 4.2635 hr), or 5.629 cycle/d. We
classify the secondary as M3 - M4.5. Astrometry with the MDM 2.4m telescope
gives a parallax 7.2 +- 1.1 milli-arcsec, and a relative proper motion of 58
mas/yr. Our best estimate of the distance yields d = 149 (+26, -20) pc. The
secondary stars's radial velocity has K2 = 92 +- 3 km/s, indicating a fairly
low orbital inclination if the masses are typical. Extensive I-band time-series
observations in the show the system varying between a minimum brightness level
of I = 14.14 and states of enhanced activity about 0.2 mag brighter. While the
low-state shows an ellipsoidal modulation, an additional photometric modulation
appears in the high state, with 0.1 mag amplitude and period 220-280 min. The
frequency of this modulation appears to be stable for a month or so, but no
single period was consistently detected from one observing season to the next.
We estimate the system luminosity by combining optical measurements with the
archival X-ray spectrum. The implied mass accretion rate is orders of
magnitudes below the predictions for the standard angular momentum loss above
the period gap. The system may possibly belong to a largely undiscovered

The effectiveness of therapies for dual language children with developmental language disorder: a systematic review of interventional studies
Purpose: This study aims to understand the effect of therapies on dual language children with developmental language disorder (DLD) on a range of bilingual language outcomes, compare with second-language-only therapy and determine whether there is any cross-linguistic transfer.
Methods: A systematic review of English articles in 10 electronic databases was conducted. Screening, reviewing and appraising were performed independently by two reviewers. Quality was appraised and findings synthesised in accordance with the research questions.
Results: Nine reports were identified. Five studies were found to be low in bias and therefore high in quality. Two were medium bias and two were high. Key findings were that instruction in the first language is required to support its continued acquisition and that bilingual instruction does not limit second language growth.
Conclusions: There is no identified evidence to suggest that second-language-only is better than bilingual therapy for dual language children with DLD for the development of the second language. There is evidence to suggest that bilingual therapy is equally effective for second language development, and also supports development of the first language. Further work is required to understand the efficacious doses of both languages in order to develop cost effective therapies and achieve optimal outcomes
New calibration procedures for airborne turbulence measurements and accuracy of the methane fluxes during the AirMeth campaigns
Low-level flights over tundra wetlands in Alaska and Canada have been conducted during the Airborne Measurements of Methane Emissions (AirMeth) campaigns to measure turbulent methane fluxes in the atmosphere. In this paper we describe the instrumentation and new calibration procedures for the essential pressure parameters required for turbulence sensing by aircraft that exploit suitable regular measurement flight legs without the need for dedicated calibration patterns. We estimate the accuracy of the mean wind and the turbulence measurements. We show that airborne measurements of turbulent fluxes of methane and carbon dioxide using cavity ring-down spectroscopy trace gas analysers together with established turbulence equipment achieve a relative accuracy similar to that of measurements of sensible heat flux if applied during low-level flights over natural area sources. The inertial subrange of the trace gas fluctuations cannot be resolved due to insufficient high-frequency precision of the analyser, but, since this scatter is uncorrelated with the vertical wind velocity, the covariance and thus the flux are reproduced correctly. In the covariance spectra the −7∕3 drop-off in the inertial subrange can be reproduced if sufficient data are available for averaging. For convective conditions and flight legs of several tens of kilometres we estimate the flux detection limit to be about 4mgm−2d−1 for w′CH4′, 1.4gm−2d−1 for w′CO2′ and 4.2Wm−2 for the sensible heat flux
Space‐Scale Resolved Surface Fluxes Across a Heterogeneous, Mid‐Latitude Forested Landscape
The Earth\u27s surface is heterogeneous at multiple scales owing to spatial variability in various properties. The atmospheric responses to these heterogeneities through fluxes of energy, water, carbon, and other scalars are scale-dependent and nonlinear. Although these exchanges can be measured using the eddy covariance technique, widely used tower-based measurement approaches suffer from spectral losses in lower frequencies when using typical averaging times. However, spatially resolved measurements such as airborne eddy covariance measurements can detect such larger scale (meso-β, meso-γ) transport. To evaluate the prevalence and magnitude of these flux contributions, we applied wavelet analysis to airborne flux measurements over a heterogeneous mid-latitude forested landscape, interspersed with open water bodies and wetlands. The measurements were made during the Chequamegon Heterogeneous Ecosystem Energy-balance Study Enabled by a High-density Extensive Array of Detectors intensive field campaign. We ask, how do spatial scales of surface-atmosphere fluxes vary over heterogeneous surfaces across the day and across seasons? Measured fluxes were separated into smaller-scale turbulent and larger-scale mesoscale contributions. We found significant mesoscale contributions to sensible and latent heat fluxes through summer to autumn which would not be resolved in single-point tower measurements through traditional time-domain half-hourly Reynolds decomposition. We report scale-resolved flux transitions associated with seasonal and diurnal changes of the heterogeneous study domain. This study adds to our understanding of surface-atmospheric interactions over unstructured heterogeneities and can help inform multi-scale model-data integration of weather and climate models at a sub-grid scale
XMMU J100750.5+125818: A strong lensing cluster at z=1.082
We report on the discovery of the X-ray luminous cluster XMMU
J100750.5+125818 at redshift 1.082 based on 19 spectroscopic members, which
displays several strong lensing features. SED modeling of the lensed arc
features from multicolor imaging with the VLT and the LBT reveals likely
redshifts ~2.7 for the most prominent of the lensed background galaxies. Mass
estimates are derived for different radii from the velocity dispersion of the
cluster members, M_200 ~ 1.8 10^{14} Msun, from the X-ray spectral parameters,
M_500 ~ 1.0 10^{14} Msun, and the largest lensing arc, M_SL ~ 2.3 10^{13} Msun.
The projected spatial distribution of cluster galaxies appears to be elongated,
and the brightest galaxy lies off center with respect to the X-ray emission
indicating a not yet relaxed structure. XMMU J100750.5+125818 offers excellent
diagnostics of the inner mass distribution of a distant cluster with a
combination of strong and weak lensing, optical and X-ray spectroscopy.Comment: A&A, accepted for publicatio
The isolated neutron star RBS1774 revisited. Revised XMM-Newton X-ray parameters and an optical counterpart from deep LBT-observations
We report optical B-band observations with the Large Binocular Telescope LBT
of the isolated neutron star RBS1774. The stacked image with total exposure
2.5h reveals a candidate optical counterpart at mB = 26.96 +- 0.20 at position
RA(2000) = 21:43:03.4, DEC(2000)} = +06:54:17:5, within the joint Chandra and
XMM-Newton error circles. We analyse archival XMM-Newton observations and
derive revised spectral and positional parameters. The predicted optical flux
from the extrapolated X-ray spectrum is likely twice as high as reported
before. The measured optical flux exceeds the extrapolated X-ray spectral flux
by a factor ~40 (15 - 60 at 1sigma confidence). We interpret our detection and
the spectral energy distribution as further evidence of a temperature structure
over the neutron star's surface and present a pure thermal model reflecting
both the SED and the pulsed fraction of the light curve.Comment: 7 pages, 7 figures, submitted to A&
Exploring the galaxy cluster-group transition regime at high redshifts: Physical properties of two newly detected z > 1 systems
Context: Multi-wavelength surveys for clusters of galaxies are opening a
window on the elusive high-redshift (z>1) cluster population. Well controlled
statistical samples of distant clusters will enable us to answer questions
about their cosmological context, early assembly phases and the thermodynamical
evolution of the intracluster medium. Aims: We report on the detection of two
z>1 systems, XMMU J0302.2-0001 and XMMU J1532.2-0836, as part of the XMM-Newton
Distant Cluster Project (XDCP) sample. We investigate the nature of the
sources, measure their spectroscopic redshift and determine their basic
physical parameters. Methods: The results of the present paper are based on the
analysis of XMM-Newton archival data, optical/near-infrared imaging and deep
optical follow-up spectroscopy of the clusters. Results: We confirm the X-ray
source XMMU J0302.2-0001 as a gravitationally bound, bona fide cluster of
galaxies at spectroscopic redshift z=1.185. We estimate its M500 mass to
(1.6+/-0.3) times 10^{14} Msun from its measured X-ray luminosity. This ranks
the cluster among intermediate mass system. In the case of XMMU J1532.2-0836 we
find the X-ray detection to be coincident with a dynamically bound system of
galaxies at z=1.358. Optical spectroscopy reveals the presence of a central
active galactic nucleus, which can be a dominant source of the detected X-ray
emission from this system. We provide upper limits of X-ray parameters for the
system and discuss cluster identification challenges in the high-redshift
low-mass cluster regime. A third, intermediate redshift (z=0.647) cluster, XMMU
J0302.1-0000, is serendipitously detected in the same field as XMMU

Country Concepts and the Rational Actor Trap: Limitations to Strategic Management of International NGOs
Growing criticism of inefficient development aid demanded new planning instruments of donors, including international NGOs (INGOs). A reorientation from isolated project-planning towards holistic country concepts and the increasing rationality of a result-orientated planning process were seen as answer. However, whether these country concepts - newly introduced by major INGOs too - have increased the efficiency of development cooperation is open to question. Firstly, there have been counteracting external factors, like the globalization of the aid business, that demanded structural changes in the composition of INGO portfolios towards growing short-term humanitarian aid; this was hardly compatible with the requirements of medium-term country planning. Secondly, the underlying vision of rationality as a remedy for the major ills of development aid was in itself a fallacy. A major change in the methodology of planning, closely connected with a shift of emphasis in the approach to development cooperation, away from project planning and service delivery, towards supporting the socio-cultural and political environment of the recipient communities, demands a reorientation of aid management: The most urgent change needed is by donors, away from the blinkers of result-orientated planning towards participative organizational cultures of learning.Des critiques croissantes de l'aide au développement inefficace exigent de nouveaux instruments de planification des bailleurs de fonds, y compris les ONG internationales (ONGI). Une réorientation de la planification des projets isolés vers des concepts holistiques de la planification de l’aide par pays ainsi que la rationalité croissante d'un processus de planification orientée vers les résultats ont été considérés comme réponse. Toutefois, si ces concepts de pays - nouvellement introduites par les grandes OING eux aussi - ont augmenté l'efficacité de la coopération au développement est ouvert à la question. Tout d'abord, il y a eu l’impact des facteurs externes, comme la mondialisation de l'entreprise de l'aide, qui a exigé des changements structurels dans la composition des portefeuilles des OING vers la croissance de l'aide humanitaire à court terme. Cela était difficilement compatible avec les exigences de l'aménagement du territoire à moyen terme. Deuxièmement, la vision sous-jacente de la rationalité accrue de la planification, concentré sur les resultats, comme un remède pour les grands maux de l'aide au développement était en soi une erreur. Un changement majeur dans la méthodologie de la planification, étroitement liée à un changement d'orientation dans l'approche de la coopération au développement, qui n’est pas concentrer sur planification du projet et la prestation de services, mais qui soutienne l'environnement socio-culturel et politique des communautés bénéficiaires, exige une réorientation de la gestion de l’aide: Le changement le plus urgent est un changement par les donateurs eux-mêmes, qui devrait implanter des cultures de collaboration étroit avec les partenaires et la population locale
